Act 69 was created to ensure that the full cost of attending college is clear for students attending publicly-funded universities. These efforts further our commitment to serving the broader population and helping students make informed decisions. The act was signed into law by Governor Josh Shapiro on July 17, 2024. 

Act 69 requirements

Section 2004-H: Student Fee Transparency

The College must publish all mandatory fees and describe their purpose prior to the beginning of the term in which those fees are charged. This description must include the general purpose of the fee, how the fee is expected to be allocated and used, and how the fee will be collected, and the academic year or semester in which the fee will be collected.

Section 2005-H: Higher Education Cost Transparency

The College must display a complete overview of all tuition and fees online, so students can get an estimated total cost of attendance, including: 

  • An estimate of these costs each year the student attends college.

Financial Aid Exit Counseling (Section 2006-H)

The College must provide graduating students with financial exit counseling, whether online or in person. This exit counseling must include a list of all available federal and state programs, including related websites and contact information that may assist with payments, reductions, or forgiveness of student loans.
